Establishes the Kidcare Operational Efficiency and Health Care Improvement Workgroup as a task force administratively housed in the Department of Health to improve the Florida Kidcare program's operational efficiency and return on investment.

Workgroup membership includes 13 representatives from pediatric organizations, state health agencies, children's hospitals, health plans, dental associations, and one parent enrolled in Florida Kidcare, convened and staffed by Florida Healthy Kids Corporation.

Workgroup must examine innovative health care models and develop recommendations for streamlining the program, including a single benefits package, single performance measures, and single third-party administrator.

Agency for Health Care Administration must obtain specific legislative authorization before seeking, applying for, accepting, or renewing any federal waivers related to children's health care.

Workgroup must submit findings and recommendations to the Governor and Legislature by December 31, 2018, with the workgroup expiring on that same date.
