Expands the "Move Over Act" to include vulnerable road users (as defined in s. 316.027), sanitation and utility service workers, and wrecker operators, in addition to emergency vehicles.

Requires drivers to vacate the lane closest to these persons or vehicles when safe to do so on multi-lane roads, or reduce speed and pass at a minimum distance of 4 feet on two-lane roads.

On two-lane roads, drivers must slow to 20 mph below the posted limit (or 5 mph if posted limit is 20 mph or less) when unable to safely change lanes.

Requires the Department of Highway Safety and Motor Vehicles to conduct educational awareness campaigns about the Move Over Act and include information in newly printed driver license materials.

Violations remain noncriminal traffic infractions enforceable under chapter 318; effective July 1, 2018.
