Creates new section 106.38 prohibiting political committees and electioneering communications organizations from transferring funds to other political committees, electioneering communications organizations, political parties, or affiliated party committees.

Establishes that final December 2018 monthly campaign finance reports are due on Tuesday, January 10, 2019, with the act taking effect January 1, 2019.
