Requires animal shelters, rescue organizations, and humane organizations to prepare and maintain records for 3 years showing intake sources and animal dispositions, with monthly reporting and public access.

Mandates sterilization of all dogs and cats released for adoption from shelters and rescue organizations either before release or through a written agreement with deposit requirement, with noncriminal penalties for non-compliance.

Prohibits animal shelters, rescue organizations, humane organizations, and animal control agencies from importing animals from outside the state, except during declared emergencies or natural disasters.

Establishes criminal penalties including second-degree misdemeanor for entities violating import prohibitions or reporting requirements (felony of third degree for individuals), with enhanced penalties for subsequent violations including revocation of not-for-profit status.

Requires the Commissioner of Agriculture to report suspected violations involving unlicensed animal dealers or transporters to the United States Department of Agriculture.
