Establishes two toll-free hotlines by January 1, 2019: one for the general public providing information on postpartum depression and referrals to local providers, and one for health care providers with resources and contact information for perinatal mental health specialists.

Requires the Department of Health to create public service announcements educating the public on perinatal mental health care and to encourage health care providers to attend continuing medical education courses on the subject.

Mandates that birth centers and hospitals providing birthing services include mental health screening in maternal postpartum assessments and provide information on postpartum depression with the hotline number.

Appropriates $1,156,520 from the General Revenue Fund for fiscal year 2018-2019 to implement the perinatal mental health care hotline and related programs, with $854,700 designated as nonrecurring funding.

Takes effect July 1, 2018, and may be cited as the "Florida Families First Act."
