Directs the Department of Highway Safety and Motor Vehicles to develop a Sun Sea Smiles specialty license plate with annual use fee of $25.

Allocates 5% of annual fees to Florida Caribbean Charitable Foundation for marketing the license plate.

Allocates 30% of annual fees to Florida Caribbean Charitable Foundation for college scholarships (60%), health and wellness programs for Caribbean residents (15%), and Caribbean culture awareness (25%).

Distributes remaining 65% of fees among six charitable organizations: American Friends of Jamaica, Inc. (20%); Haitian Neighborhood Center Sant La, Inc. (10%); Fanm Ayisyen nan Miyami, Inc. (10%); Greater Caribbean American Cultural Coalition, Inc. (20%); and Little Haiti Optimist Foundation, Inc. (5%).

Takes effect October 1, 2018.
