Requires the Department of Law Enforcement to establish procedures allowing criminal history check fees for firearm purchases to be paid or transmitted by electronic means, including debit cards, credit cards, and electronic fund transfers.

Permits licensed importers, manufacturers, and dealers to request criminal history checks from the Department of Law Enforcement by electronic means in addition to toll-free telephone calls.

Maintains the $8 per transaction fee cap for criminal history checks, with the Department retaining authority to reduce or suspend fees based on federal government payments toward system maintenance.

Takes effect October 1, 2018.
