Establishes that unlawful harvesting of saw palmetto berries on state lands constitutes petit theft of the second degree, regardless of the value of berries stolen.

Authorizes the Fish and Wildlife Conservation Commission to designate and update Florida black bear denning habitats in state lands using science-based approaches, particularly areas where female bears den during February.

Authorizes the Commission to designate sensitive habitats containing critical food sources for Florida black bears on state lands.

Prohibits prescribed burning on state lands in designated black bear habitats during the month of February.
