Repeals Florida statutes authorizing the use of traffic infraction detectors (automated red light cameras) by the Department of Highway Safety and Motor Vehicles, counties, and municipalities to enforce traffic signal violations.

Eliminates the definition of "traffic infraction detector" and "local hearing officer" from Florida law, and removes provisions related to installation, placement, and use of such devices.

Removes the penalty distribution scheme for traffic infraction detector violations, which previously directed portions of fines to counties, municipalities, and trust funds; establishes uniform $158 penalty for red light violations enforced by law enforcement officers with specific fund distributions.

Eliminates points assessed to driver records and insurance rate considerations for red light violations detected by traffic infraction enforcement officers.

Makes conforming amendments to related statutes regarding traffic citations, registration requirements, and definitions; effective July 1, 2020.
