Creates the Small Business Road Construction Mitigation Grant Program requiring the Department of Transportation to provide grants to small businesses negatively impacted by state road construction projects.

Defines "qualified business" as a for-profit entity with up to 40 employees located in a construction mitigation zone designated by the department.

Limits grants to the lesser of demonstrated revenue decline or $15,000 per calendar year, available only for construction projects lasting 90 days or more.

Requires prioritization of grant awards based on revenue decline rate, construction duration, proximity to work, traffic disruption severity, and lack of parking or pedestrian access.

Mandates the Department of Transportation submit a report to legislative leaders by January 31, 2019 on best practices to reduce construction impacts, with rulemaking implementation required by August 31, 2018.
