Reduces the distance threshold for mandatory student transportation from "a reasonable walking distance" to 1.5 miles from the nearest appropriate school for all students in kindergarten through grade 12.

Expands mandatory transportation eligibility for hazardous walking conditions from elementary students (grades K-6) to all public school students in kindergarten through grade 12.

Lowers the speed limit threshold for hazardous walking conditions from 50 miles per hour to 45 miles per hour and reduces the lane requirement for uncontrolled road crossings from six lanes to four lanes.

Requires district school superintendents to request a review of hazardous walking conditions upon receiving a written request from a parent of a student in the school district.

Changes the reference distance from 2 miles to 1.5 miles for identifying students who walk to school in related statutes governing student transportation funds.
