Creates section 365.176 requiring the Technology Program within the Department of Management Services to develop and implement a plan by January 1, 2019, enabling 911 telecommunicators to transfer emergency calls between different E911 systems in Florida.

Requires the office to coordinate with public agencies to identify and resolve technological or logistical issues related to call transfers between E911 systems.

Mandates the office establish a system or clearinghouse to maintain contact information for all E911 systems in the state.

Requires the office to establish a deadline for when all E911 systems must be capable of transferring emergency calls, considering technological, logistical, financial, and other identified issues.

Amends section 365.172 to extend the applicability of E911 definitions to include the new section 365.176.
