Establishes a process for submitting applications to the Department of Transportation to install memorial markers at or near traffic-related fatality locations on the State Highway System.

Allows family members of decedents or individuals responsible for disposition of remains to submit applications for memorial marker installation.

Authorizes the department to install a free round aluminum sign with "Drive Safely, In Memory Of" followed by the decedent's name, with optional religious emblems approved by the U.S. Department of Veterans Affairs for a reasonable fee.

Permits applicants to request non-VA-approved religious emblems if certified as representing the decedent's sincerely held religious or belief system, excluding symbols related to social, political, military, or commercial status.

Requires the department to remove markers that create safety hazards, store removed markers for at least 60 days, and notify applicants so they can retrieve the marker.
