Revises enrollment requirements for hope operators to receive loans under the Schools of Hope Revolving Loan Program, requiring students from persistently low-performing schools to comprise at least 75 percent of total enrollment.

Redefines "school of hope" to require that students from persistently low-performing schools make up at least 75 percent of enrollment and clarifies location requirements within attendance zones or within a 5-mile radius.

Changes certification requirements for hope operator personnel by mandating that school administrators and instructional and noninstructional staff meet the requirements of s. 1012.55 or s. 1012.56, removing previous exemptions.

Effective date of July 1, 2018.
