Increases the release orientation program requirement from 100 hours to at least 200 hours of instruction time, beginning at least 360 days prior to inmate release.

Adds housing placement information and job search assistance as mandatory components of the release orientation program.

Requires the Department of Corrections to assist inmates in securing identified basic support services and notify all inmates of industry certification and job placement opportunities in their release community.

Increases the mandatory comprehensive transition course requirement from 100 hours to at least 200 hours covering job readiness and life management skills.

Directs the Department of Corrections to report to the Governor and Legislature by October 1, 2018 on available industry certification and vocational training opportunities for inmates, including recommendations for improvement.
