Creates section 944.805 requiring the Department of Corrections to submit an annual report to the President of the Senate and Speaker of the House by December 31 each year regarding prisoners aged 18 to 22.

Report must include the number of prisoners in custody, their security classifications, and the specific state correctional facilities where they are housed.

Report must document the number of prisoners moved between facilities in a manner that interrupted their educational, vocational, treatment, or self-betterment programming.

Report must identify the number of prisoners who completed educational, vocational, treatment, or self-betterment programming and specify what programming was completed.

Effective date is October 1, 2018.
