Extends the allowable patient stay at ambulatory surgical centers from the same working day to within 24 hours of admission and discharge.

Requires the Agency for Health Care Administration, in consultation with the Board of Medicine and Board of Osteopathic Medicine, to adopt rules establishing requirements for safe surgical care delivery to children in ambulatory surgical centers.

Mandates that pediatric surgical care rules align with the American College of Surgeons' "Optimal Resources for Children's Surgical Care" standards and include minimum standards for surgical risk assessment, anesthetic care, resuscitation, transfer agreements, and pediatric provider training and certification.

Prohibits ambulatory surgical centers from performing operative procedures requiring overnight stays for patients under 18 years old unless specifically authorized by agency rule.

Effective date: July 1, 2018.
