Creates an exemption from public records requirements for home addresses, telephone numbers, dates of birth, places of employment, and photographs of current or former public guardians and employees with fiduciary responsibility.

Exempts the names, home addresses, telephone numbers, dates of birth, and places of employment of spouses and children of public guardians and employees with fiduciary responsibility, as well as names and locations of schools and day care facilities attended by their children.

Defines "employee with fiduciary responsibility" as an employee of a public guardian who directs ward transactions, manages ward care under supervision, or makes health care decisions on behalf of the ward.

Requires current or former public guardians and employees with fiduciary responsibility to submit a written request to the custodial agency to maintain the exempt status of their personal information.

Applies retroactively to information held by agencies before, on, or after July 1, 2018, and subjects the exemption to the Open Government Sunset Review Act with repeal scheduled for October 2, 2023, unless reenacted by the Legislature.
