Authorizes the Department of State to join a nongovernmental entity composed solely of state election officials and the District of Columbia to verify voter registration information.

Requires the Secretary of State or designee to serve as a full voting member on the entity's board of directors within 12 months of joining.

Permits sharing of confidential and exempt voter information only if member jurisdictions agree to maintain confidentiality according to their own state laws or if the entity's bylaws require such confidentiality.

Mandates that any nongovernmental entity be controlled and operated by participating jurisdictions, not the Federal Government, and allows Florida to withdraw from membership at any time.

Requires the Department of Highway Safety and Motor Vehicles to provide driver license and identification card information to the Department of State for sharing with the nongovernmental entity.

Mandates annual reporting to the Governor and legislature by December 1st detailing membership terms and the number of voters removed from registration with reasons.
