Exempts from public records requirements certain voter registration information received by the Department of State from other states or the District of Columbia that is confidential or exempt under those jurisdictions' laws.

Allows the Department of State to share this exempt information with county supervisors of elections to conduct voter registration list maintenance activities.

Establishes the exemption as subject to the Open Government Sunset Review Act and requires the Legislature to reenact the exemption by October 2, 2023, or it will automatically repeal.

Declares it a public necessity that the exemption exists to enable accurate statewide voter registration system maintenance and fair elections, and to allow the department to receive information from other states that would otherwise be confidential.

Takes effect on the same date as SB 276 or similar legislation, if adopted in the same legislative session and becomes law.
