Establishes the Florida Slavery Memorial to recognize the injustice of slavery and honor the contributions of enslaved people in the United States and American Colonies.

Places administration of the memorial under the Department of Management Services.

Requires the Department of Management Services to develop a plan detailing the memorial's design, placement, and cost by November 1, 2018.

Designates an appropriate location on the Capitol Complex premises (excluding the State Capital Circle Office Complex) for the memorial's placement.

Directs the Department of Management Services to consult with the Florida Historical Commission and the Division of Historical Resources before submitting the plan to the Governor and legislative leaders.
