Prohibits public entities (state and state departments/agencies) from applying for federal waivers under the Patient Protection and Affordable Care Act (PPACA) without specific legislative authorization.

The prohibition applies to waivers that would waive requirements for essential health benefits or allow exclusion or limitation of essential health benefits in nongrandfathered health plans.

Specifically prohibits application for State Innovation Waivers under 42 U.S.C. § 18052.

Defines "essential health benefit" as any benefit described in 42 U.S.C. § 18022 or rules promulgated thereunder.

Becomes effective upon becoming law.
