Expands conditional release eligibility to include persons convicted of noncapital offenses and sentenced to life terms, in addition to existing categories of habitual offenders and sexual predators.

Establishes that life-term sentence inmates become eligible for conditional release after serving 20 years with no disciplinary violations, or upon reaching their tentative or provisional release date, whichever occurs earlier.

Requires the Department of Corrections to review records of life-term sentence inmates within 180 days before they complete 20 years of service, including program participation, disciplinary history, psychological and medical records, and criminal history.

Directs the Department of Corrections to compile reviewed information and submit it to the Florida Commission on Offender Review to determine conditional release eligibility and establish release terms and conditions.

Takes effect July 1, 2018.
