SB 308 - Rule of Law Adherence Act

• Creates Chapter 908, Florida Statutes, establishing state policy requiring state entities, local governments, and law enforcement agencies to comply with and support federal immigration law enforcement.

• Prohibits "sanctuary policies" that restrict communication or cooperation with federal immigration authorities; requires entities to honor immigration detainers, notify judges of immigration status, and provide federal agencies with custody and release information.

• Establishes enforcement mechanisms including civil penalties of $1,000-$5,000 per day for violations, ineligibility for nonfederal state grant funding for 5 years after adjudication, and potential suspension or removal from office for sanctuary policymakers.

• Creates a civil cause of action for personal injury or wrongful death caused by unauthorized aliens when attributable to sanctuary policy violations; provides trial by jury as a matter of right.

• Requires existing sanctuary policies to be repealed within 90 days of the bill's effective date (July 1, 2018); enforcement provisions take effect October 1, 2018.
