Expands written threat prohibition to include any threat in writing or electronic record that is posted or transmitted in any manner allowing another person to view it, eliminating the requirement that threats be sent to a specific recipient.

Reduces the felony classification for written threats to kill or do great bodily injury from second degree to third degree.

Exempts interactive computer services, internet service providers, hosting service providers, and communications service providers from liability for transmitting, storing, or caching threatening communications posted by users.

Moves the offense of written threats to kill or do great bodily injury from Level 6 to Level 4 on the Criminal Punishment Code offense severity ranking chart.

Effective date July 1, 2018.
