Creates a veteran identification card issued by the Department of Highway Safety and Motor Vehicles in cooperation with the Department of Veterans' Affairs, requiring DD Form 214, valid photo ID, and a $10 fee for eligible honorably discharged veterans.

Card displays veteran's full-face photograph, full name, branch of service, date of discharge, and "Proof of veteran status" at the bottom; card terminates upon veteran's death.

Authorizes use of the veteran identification card as acceptable proof of veteran status for obtaining fee waivers across 13 licensing and registration categories including private investigation, security services, health studios, pawnbrokers, motor vehicle repair shops, movers, and insurance representatives.

Allows expedited processing of concealed carry weapon or firearm license applications when applicants submit the veteran identification card instead of DD Form 214 or other military documentation.
