Creates a pilot program allowing coastal municipalities with populations under 100,000 to regulate or ban disposable plastic bags, notwithstanding existing state law prohibitions.

Pilot program ordinances must take effect no earlier than January 1, 2019 and expire no later than June 30, 2021, and may not include new taxes or fees on disposable plastic bags.

Participating municipalities must collect data on the impact of the regulation or ban and submit a report to their governing body at a public hearing by April 1, 2021, with a copy provided to the Department of Environmental Protection.

Defines "coastal community" as a municipality bordering the Gulf of Mexico or Atlantic Ocean, or adjacent saltwater bodies such as bays, sounds, inlets, lagoons, salt marshes, and coastal wetlands.
