Repeals statutes allowing suspension of driver licenses for child support delinquency (s. 61.13016), drug offenses for persons of specified age (s. 322.055), alcohol/drug/tobacco offenses for minors (s. 322.056), providing alcohol to minors (s. 322.057), and support delinquency (s. 322.058).

Removes driver license suspension as a penalty for minors' third or subsequent tobacco and nicotine product possession violations within 12 weeks, reducing penalties to fines for second or subsequent violations.

Requires the Department of Highway Safety and Motor Vehicles to issue, reinstate, or renew driver licenses without fee for those whose licenses were previously withheld, suspended, or revoked under the repealed statutes, if otherwise entitled.

Modifies child support enforcement provisions by removing driver license suspension as an enforcement tool for failure to submit to genetic testing, replacing it with administrative fines up to $500 or circuit court proceedings.

Directs the department to report on implementation by July 31, 2018, and to study feasibility of reducing the time unsafe driver points remain on driving records by December 31, 2018.
