Prohibits sports franchises from constructing, reconstructing, renovating, or improving facilities on public land leased from the state or political subdivisions.

Requires any lease of a public facility to a sports franchise or sale of public land for a sports franchise facility to be at fair market value.

Mandates that contracts entered on or after July 1, 2018 between the state or political subdivisions and sports franchises include provisions requiring the franchise to pay outstanding public debt if it permanently discontinues facility use.

Defines "sports franchise" to include professional and semiprofessional teams from major leagues (NFL, NHL, NBA, MLB, MLS, NASL) and NASCAR event promoters.

Does not apply to contracts entered into before July 1, 2018.
