Requires the Legislative Auditing Committee to schedule hearings (rather than discretionary) for entities failing to comply with financial audit and reporting requirements, with authority to withhold state funds or take other corrective actions.

Defines "abuse," "fraud," and "waste" for audit purposes and expands the Auditor General's authority to audit tourist development councils and county tourism promotion agencies.

Mandates all state agencies, local governments, school districts, and educational institutions establish internal controls designed to prevent fraud/waste/abuse, ensure compliance with laws, support efficient operations, and safeguard assets.

Requires counties, municipalities, special districts, water management districts, and school districts to submit final budget information to the Office of Economic and Demographic Research and post budgets on websites for specified periods; creates suspension of salary payments for officials failing to comply.

Establishes the Florida Open Financial Statement System requiring local government financial statements to be filed in XBRL format beginning with fiscal years ending on or after September 1, 2022, and creates a statewide travel management system requiring public reporting of overnight travel by state and local employees by specified dates.
