Adds law enforcement officers operating official vehicles while on official law enforcement business to the list of those exempt from toll payment.

Reorganizes and clarifies existing toll payment exemptions by converting the subsection into a numbered list format with 8 categories of exempt persons and vehicles.

Updates terminology throughout the statute, replacing "handicapped" with "person with a disability" and making other grammatical and technical corrections.

Maintains existing exemptions for state employees, military personnel, persons with disabilities, fire and rescue vehicles, and funeral processions for deceased law enforcement officers or firefighters.

Takes effect July 1, 2018.
