Establishes a deadline for local governments to adopt the private property rights element by their next evaluation and appraisal update review or by July 2020, whichever occurs first.

Requires counties and municipalities to adopt land development regulations consistent with the private property rights element within 1 year of adoption.

Allows the state land planning agency to approve private property rights elements that follow a substantially prescribed format including a goal, objectives, and specific policies balancing comprehensive plan provisions with private property rights protection.
