Establishes a minimum 3-year enrollment period and requires 1-year advance notice for termination; districts cannot reapply for 2 years after withdrawal.

Mandates that monthly premium amounts be based on an actuarial analysis conducted by the Department of Management Services, with costs of the analysis paid by the participating water management district.
