Creates the Statewide Procurement Efficiency Task Force to evaluate effectiveness and value of state and local procurement laws and identify policy inconsistencies.

Task force membership includes the Secretary of Management Services (chair), six Governor-appointed members (one county official, one municipal official, one school board member, three business representatives), one House member, one Senate member, and two procurement law attorneys appointed by legislative leaders.

Requires all members to be appointed by July 31, 2018, and task force to hold initial meeting by August 31, 2018; members serve without compensation or expense reimbursement with administrative support from the Department of Management Services.

Task force must submit final report to Governor and Legislature by July 1, 2019, containing recommendations to promote procurement efficiency, streamline policies, establish best practices, and increase use of state term contracts.

Task force terminates December 31, 2019.
