Create section 366.042 requiring the Florida Public Service Commission to ensure public utilities prioritize power restoration to critical medical facilities with at least 50 residents, including nursing homes and assisted living facilities.

Require the Agency for Health Care Administration to conduct announced inspections each May of nursing homes to verify they have operational emergency power sources and fuel supplies.

Mandate nursing homes have emergency power sources and fuel sufficient to sustain operations for at least 4 days during power outages, with capacity to maintain indoor temperature at 81°F or less and support food refrigeration and preparation.

Require announced May inspections of assisted living facilities to verify operational emergency power sources and fuel supplies; facilities may contract with suppliers or store power sources on-site.

Establish emergency power requirements for assisted living facilities identical to nursing homes, including 4-day fuel supply and capacity to maintain 81°F temperature and food refrigeration; effective July 1, 2018.
