Creates Section 546.13 of Florida Statutes to define and regulate fantasy contests and fantasy contest operators in the state.

Defines "fantasy contest" as a simulated game where prize values are announced in advance, outcomes are determined predominantly by participant skill and statistical performance, and no outcomes are based on single team/athlete performances or collegiate/high school/youth sporting events.

Exempts fantasy contest operators and certain natural persons serving as commissioners of up to 10 fantasy contests annually from gambling regulations under Sections 849.01, 849.08, 849.09, 849.11, 849.14, and 849.25 of Florida Statutes.

Prohibits the Department of Business and Professional Regulation from regulating fantasy contests that meet the statutory definition.

Takes effect October 1, 2018.
