Florida Transportation Commission must review all transportation revenue sources and submit a report to the Governor and Legislature when electric and hybrid vehicles comprise 2 percent or more of registered vehicles in the state.

Report must assess the impact of projected electric and hybrid vehicle use on future revenue from taxes, fees, and surcharges related to motorcycles, mopeds, automobiles, tri-vehicles, and trucks.

Commission must consult with the Division of Emergency Management to evaluate transportation infrastructure for emergency evacuations by electric vehicle users, including availability of charging stations.

Report must include recommendations for maintaining existing infrastructure funding, accomplishing capacity improvements to meet population and economic growth demands, and supporting emergency evacuations for electric vehicles.

Report due by September 1 of the year following the year the 2 percent threshold is reached, though the commission may complete the review earlier if needed for financial stability of the transportation work program.

Metropolitan planning organizations must consider infrastructure and technological improvements for autonomous technology and electric vehicles in long-range transportation plans.
