Reduces Pinellas County Construction Licensing Board from 21 members to 15 members, including 8 licensed contractors/architects, 1 fire marshal or building official, 2 consumer representatives, 1 consumer protection representative, and 3 building officials from different county regions

Establishes 2-year terms for board members with a limit of two consecutive terms, after which members may be reappointed following a 2-year hiatus

Board members elect a chair and vice chair for terms of up to 2 years; Board of County Commissioners appoints members and fills vacancies

Authorizes the board to regulate local contractor licensure and discipline, employ personnel, and incur expenses; designates board staff as Pinellas County employees and the board as a dependent agency of the County Commissioners

Requires annual financial and administrative reports to local governments, periodic audits by certified auditors, and financial disclosure statements from board members; provides state funding eligibility for 3 years during transition period
