Requires law enforcement agencies to report to the Department of Law Enforcement the number of persons arrested and released without being charged, including their race and ethnicity.

Requires state attorneys to report the number of persons against whom formal charges were dismissed and their race and ethnicity.

Requires circuit court clerks to report the number of persons admitted into diversion programs, their race and ethnicity, and the type of diversion program.

Mandates the Department of Law Enforcement to annually publish this data on its public website, aggregated by county, race, ethnicity, and program type, with an assessment of data quality.

The act repeals on December 31, 2021, and takes effect January 1, 2019.
