Establishes elder abuse fatality review teams in each judicial circuit, housed in the Department of Elderly Affairs, to review deaths of elderly persons caused by or related to abuse or neglect.

Authorizes review teams to include representatives from law enforcement, state attorneys, medical examiners, Adult Protective Services, Area Agencies on Aging, ombudsman programs, healthcare agencies, victim services, and other relevant professionals.

Requires each review team to submit annual reports by September 1 to the Department of Elderly Affairs detailing cases reviewed, demographic information, identified policy gaps, and recommendations for improvement.

Grants review teams access to criminal justice records, Adult Protective Services information, and autopsy reports upon written request from co-chairs, while protecting team discussions from discovery in civil or criminal proceedings.

Provides immunity from monetary liability for review team members acting in good faith and prohibits team members from testifying about confidential information presented during team meetings unless necessary to establish what records were available to the team.
