Cites ongoing humanitarian crises in Haiti including incomplete recovery from the 2010 earthquake, cholera outbreak causing nearly 10,000 deaths, and damage from Hurricane Matthew in October 2016.

Notes that approximately 58,000 Haitian nationals with TPS status send remittances to relatives in Haiti and have established community ties in the United States, including American-born children.
