Creates section 381.96, F.S. to establish a statewide pregnancy support services program managed by the Department of Health through contract with Florida Pregnancy Care Network, Inc.

Defines eligible clients as pregnant women or women who suspect pregnancy and their families, with services continuing up to 12 months after birth.

Requires the contracted network to spend at least 90 percent of contract funds on direct pregnancy support and wellness services, including pregnancy testing, counseling, referral, education, and health screenings.

Mandates background screenings for staff and volunteers providing direct services to minor, elderly, or disabled clients and requires annual subcontractor surveys with specified noncompliance sanctions.

Requires services be provided in a noncoercive manner and prohibits faith-based content in informational materials; effective July 1, 2018.
