Authorizes the state data center to extend service-level agreements with customer entities for up to 6 months beyond the original 3-year term.

Requires the state data center to submit a report to the Executive Office of the Governor within 5 days of executing an extension or 15 days before expiration if a new service-level agreement is not executed, explaining issues and resolution plans.

Removes the requirement that service-level agreement termination notices be given to the Agency for State Technology, requiring notice only to the other party.

Authorizes the state data center to plan, design, and conduct testing with information technology resources if cost effective.

Deletes obsolete provisions related to the 2013-2014 fiscal year schedule for consolidating specific agency data centers into the state data center.
