Directs the Department of Highway Safety and Motor Vehicles to develop a Ronald Reagan specialty license plate bearing "Florida" at the top and "President Ronald Reagan" at the bottom.

Establishes a $25 annual use fee for the Ronald Reagan license plate.

Requires the department to remit proceeds from plate sales to Florida Ronald Reagan Centennial, Inc., with the first $150,000 used for startup and development costs.

Allocates subsequent proceeds as follows: up to 15% for administrative costs, up to 10% for promotion and marketing, up to 10% to the Florida National Guard Foundation for Alzheimer's disease grants to National Guard members and relatives, and the remainder for educational programs about Ronald Reagan and Alzheimer's disease research.

Takes effect October 1, 2018.
