Allows correctional officers to be employed at 18 years of age instead of the minimum 19 years, with restrictions on supervising inmates until age 19.

Exempts former special operations forces members who completed training, served minimum 5 years in special ops, and separated within 4 years from the basic recruit training program requirement.

Defines "special operations forces" to include Army Special Forces, 75th Ranger Regiment, Navy SEALs, Air Force Combat Control and Pararescue specialists, Marine Corps Critical Skills Operators, and other U.S. Special Operations Command-approved components.

Requires employing agencies, training centers, and criminal justice selection centers to verify and document that special operations forces applicants meet exemption requirements and submit documentation to the Criminal Justice Standards and Training Commission.

Takes effect July 1, 2018.
