Requests the Joint Committee on the Library of Congress to approve replacing the statue of Confederate General Edmund Kirby Smith with a statue of Mary McLeod Bethune in the National Statuary Hall Collection

Transfers ownership of the Edmund Kirby Smith statue to Florida upon approval by the Joint Committee on the Library of Congress, in accordance with 2 U.S.C. § 2132(d)

Requires the Division of Cultural Affairs of the Department of State to take possession of the returned statue and make it available for public display

Directs the Department of State to deliver copies of the act to the President of the United States Senate, the Speaker of the United States House of Representatives, the Joint Committee on the Library of Congress, and all members of the Florida congressional delegation on the effective date

Takes effect July 1, 2018
