Creates a public records exemption for personal identifying information in compassionate and palliative care plans filed with the Clearinghouse for Compassionate and Palliative Care Plans managed by the Agency for Health Care Administration.

Allows disclosure of exempt information to health care providers and facilities treating terminal patients, and to patients or their legal guardians and designated health care surrogates, after verification of the requestor's identity and legitimacy.

Designates the exemption as subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2023, unless reenacted by the Legislature.

Establishes that protecting patient identifying information in palliative care plans is a public necessity to prevent privacy invasion, harassment, stalking, or intimidation of terminally ill patients and their families.

Takes effect on the same date that SB 474 or similar legislation takes effect and becomes law.
