Excludes utility work on established rights-of-way or corridors from the definition of "development" in local government development agreements and land use regulations when inspecting, repairing, renewing, or constructing infrastructure like power lines, pipes, cables, and poles.

Excludes creation or termination of distribution and transmission corridors from the definition of "development" in both local government development agreements and land use regulations.

Requires consideration of variance standards under s. 403.201 when including conditions in certifications for electrical power plants and transmission line corridors.

Clarifies that the Public Service Commission has exclusive jurisdiction to require transmission lines be located underground, and preserves the Commission's ratemaking authority under chapter 366.

Takes effect upon becoming law.
