Adds the Secretary of State as a fourth Cabinet member alongside the Attorney General, Chief Financial Officer, and Commissioner of Agriculture.

Secretary of State shall be appointed by the Governor and confirmed by the Senate until January 3, 2023, and must be at least 30 years old with 7 years of Florida residency.

Beginning with the 2022 statewide general election, the Secretary of State position shall be filled by statewide election every four years thereafter.

Increases the threshold for determining gubernatorial incapacity from three to four Cabinet members required to file written suggestion with the Florida Supreme Court.

Amendments take effect June 1, 2019, and require the Legislature to enact implementing legislation by that date; proposes submission to voters for approval.
