Clarifies the Relative Caregiver Program to specify eligibility requirements for relatives and nonrelatives caring for dependent children, including requirements for 10-day notice before terminating payments when a parent moves into the home.

Requires the Department of Children and Families to impose a replacement fee for electronic benefits transfer cards starting with the fifth replacement request within a 12-month period, with the fee equal to replacement cost and waivable for good cause.

Requires CareerSource Florida, Inc., to submit detailed annual reports by December 1 with 3-year employment outcome data for individuals subject to work requirements in temporary cash assistance and food assistance programs.

Requires the Department of Economic Opportunity, in cooperation with CareerSource Florida and the Department of Children and Families, to develop written work plan agreements with program participants that identify expectations, sanctions, and penalties for noncompliance with work requirements.

Creates a TANF Reemployment Pilot Program in Pinellas County administered by the Pinellas Opportunity Council, Inc., with $300,000 appropriated for fiscal year 2018-2019 and requires the Office of Program Policy Analysis and Government Accountability to study obstacles to work requirement compliance by November 1, 2018.
